I don't understand why the lamp doesn't flash as the current direction alternates.

Using an ohm calculator you can calculate that 1v of electricity only consumes .001w of energy. Since the bulb is in series the circuit needs to pass enough current to light the bulb or the filament just acts as a small wire. Try changing the resistor to 10ohm or raising the input voltage until enough current passes through the circuit to light the bulb
