Generates a small load pulse about every 12s to keep an USB-Powerbank from shutting down if a small consumer (e.g. Arduino Nano) is attached.

damn 555... sorry. 555 high output is maximum supply - 1.5V, so You can have 3.5V or 0V this is because of two times losses of Vbe at output driver. Better you use a PNP with an extra diode or even two diode at base, emitter at supply and at collector to ground you place the load, needs also some resistors at output pin3 and pullup to +5V.
