This is a bridge rectifier that is a straight copy I greatfully acknowledge the author but unfortunately I can't find the original to name her/him.

Can someone explain to me the 10kohm resistor. Is it acting as a voltage divider to convert 240v to 6.87v because the rest of the the circuit has a resistance of .324 ohms or am I misunderstanding. An ohm meter seems to measure the rest of the circuit at 41.2ohm which I imagined would make the voltage after the resistor 190v.

It's easier to think of the resistor as limiting the current (it's normally placed next to the led's). You can use ohms law to find what the current would be with just the resistor in series, then adding anything else in series will only lower the current throught the circuit
