The LED's aren't blinking because there is not current flowing through them. Think about why this is the case.

A couple of reasons, 1 the earth is in the wrong place. 2 the set time base is a bit fast. 3 unless you have a load the capacitor will charge up an only allow 1 flash. 4 for easy fault finding, draw your circuits in standard formats. SEE. http://everycircuit.com/circuit/6720085505605632

The "earth" is not in the wrong place Billy. The "earth" (actually ground or reference zero) can be anywhere as it is merely a zero volt reference and does not have any behavioural influence on the circuit
