Akai GX pcb no3 motor block hall sensor voltage double voltage cables

The opamp NEC 10xx ic 12 pins regulator voltage gives 4 cables to motor block pcb where (40v -20v)  for the L1 &L2 and L3 L4 coils and  2x opamps and transistors  the +17v  goes supply hall sensors for surpicely i think the were feed with 5v voltage and one cord gnd i try to wire a conventional motor  from cassette recorder that it works with 12v this schematic its to see myself which resistors i should reduce high voltages that can enough power motor for capstan... Which is better choise to do not use resistors or using 78/7912 transistors!?
