Because capacitors only pass AC and you're pumping them DC.

Capacitors can deal with dc just fine but after they charge fully they impede current flow. They need a way to discharge.

They means Dc constant current through cap that not vary rapidly or change polarity. I

What about the voltage? ... According to ohms law current is directly proportional to voltage,
