Change the % of the potential meter resistor from  1%-99%. It cuts off the wave as the % goes up. When it cuts off the wave is there is no voltage drop across any of the components so 100% of the power goes to the load(lamp). As it goes in 50Hz or 60Hz it looks dim, but it's really just cutting off the amperage.
