Timer for light on. Activated by power on. 555 is trigered by bit 0. After activated we have bit 1 on out. Circuit is using that bit 1 on out to turn on the light and to remember it using 2 transistors mem cell to put bit 1 on trig. Remebering bit 1 is to avoid reactivating 555 over again.
