If you want to monitor your DC output, move the ground to the junction of the two LED anodes.

Sure. You can have the circuit ground anywhere in the circuit but remember that when you monitor a point of interest it will be with that ground point as the reference point. Try it out. Monitor only the DC output and see how the waveform is dependant on the point in the circuit you have made your reference (ground).
