In this circuit the capacitors are changing the polarity to help supply enough voltage to the LED right?

No, not at all. It's like the title says. Put an LED and the V+ rail (after the resistor) on the scope and observe for a few seconds. Then get rid of the capacitors altogether, start it up and observe again- you'll see..
