Here is a power supply design with built-in short circuit protection. The Zener diode on the Diff pair is being used as a reference voltage to determine the output voltage. There is a pass transistor Darlington pair that serves as a voltage regulator from sampling the current at the output to vary the collector to the desired output voltage using feedback. The resistor in the upper right hand corner connected to an emitter controls the output current under short-circuit conditions.

Look at this: http://everycircuit.com/circuit/5521138108334080 To make it single-phase, all you have to do is replace the three-phase bridge-rectifier with a single-phase one and change the transformer ratio to 20:100. If you can’t see the circuit in the link properly, just take the number part of the link and put it in the EveryCircuit search box.

No. Unfortunately, in real life, I am very limited and all I have are two general purpose PNP transistors, one general purpose NPN transistor, an audio transformer, 3 diodes (they might be able to take the reverse voltage but not sure, and one or two are germanium, the other one or two being silicon), and a bunch of resistors and capacitors of various values. No power transformer to step down the mains voltage or large smoothing capacitor (my biggest is 470uF, if I remember correctly)
