This circuit will break the circuit if the load (blue resistor) exceeds the pre set amount of current. The current that will flip the breaker is roughly vin-vz. If vin=9v and vz=5v then the breaker will trip at about 4 amps, vin=9v, vz=8 the breaker trips at 1 amp, etc.

Interesting! :) Seems to me that it works correctly. Only, the current sensing resistor seems large. Perhaps use a differential amplifier to amplify the voltage drop across a smaller one.
