It doesnt seem to be oscillating. If you were going for multivibrator, I think the LED should be at either transistors collector.

Dear Jizzer, I maked one and realy work perfectly. The unique issue with it that using deferent colors of LED make the duty cycle irregular. Never 50% duty.
