Budget buck converter :)
I use it with very little changes in my e-bike to power up 12v 3watt front lamp from 48v main battery.

Dont your scooter have already one for the board electronic and lamps? Anyway, cant imagin to make it smaller as buck converter. Ok, for a constant load i can think of a fixed oscillator with configured pulse width and a low pass filter, right?

depends on controller type I have one that supply only 5v for throttle,brake sensors,etc,etc... and is sealed in epoxy to be waterproof so no access to any on-board chip power supply.
