You can remove the top capacitor and its still a parallel lc osc.

Yeah but with that top one it can oscillate at low same as on high frequency.

Longest free ringing achieved by my real crazy experiments done at boring night shifts in job was almost 4 seconds. Achieved by connecting parallel 5 MKT of 7.5 uF power caps (to get ESR Lov as possible) to a 167 mH start current stress reducing choke from a 160kW DC monster engine . Choke have unmeasurable low resistance (propably lower than 20mOhm) wound on gigantic core using fatty as hell busbar (propably more than 3cm2 crossection) cap battery was charged to nominal rated 450v DC and released by using two inverse parallel connected small pulse westinghouse ignitron valves borrowed from unused resistive welding apparatus . Ringing was make audible by hooking high impedance telephone speaker using small ampere meter amplistat instrumentation amplifier to ringing circuit. :-)
