A 1 kHz PWM source is lowpass filtered to give a DC voltage proportional to the duty cycle. A fast RC time constant (relative to the pulse repetition frequency) allows it to respond quickly to changes in duty cycle but results in lots of ripple. On the other hand, a slow RC time constant has less ripple but takes longer to respond to changes in duty cycle.
