Couple of things for your first circuit to point out. A 5000 volt dc supply! Probably very difficult to find. 35 ma through 20 ma leds would shorten their life considerably. I saw you did change their setting to 5v and your resistor does drop the voltage but would get very very hot.

300 watts resistor to power LEDs... off what? A rectified high voltage line? Lol. I though this problem had been solved... 200 years ago, with the invention of the transformer.
