You must not charge li-ion cells more than 4,1V (4,2V for li-Po) and discharge them less than 3V.
This will charge at 1A but if your cell voltage is less than 3V (because of time) change the 100mHoms resistor to a 1Hom, you will switch to a soft charge at 100mA.
The charge current is between C and C/2 so if you have an empty cell 3,1V and 2200mAh, you can charge it between 2,2A and 1,1A or less.
Keep in mind that if you do some hazardous charge, this will result to a wonderfull explosion! (Just in case of li-ion ^^)
