Yes even air has finite resistance. Even vacuum has some conductance. Vacuum tubes utilise this property.

Air a bit strange conductor, it has a very high resistance in normal condition but over a certain voltage, which depends on pressure, themperature, humidity and some other factors, has a resistance which can be lower than the vacuum.

Yes it has a finite resistance. Quite high granted, but not infinite. Lightnings ⚡ tend to arc through a few km of air before grounding. That's several milion volts. Granted sufficient voltage (which is impossible) one might make an arc between one end of the universe to the other.
