The circuit depends on the gain of the transistor, the EC standard transistor has a gain of 100. So for approximately 20 mA a 180 Ohm resistor is required, the bias resistor needs to be 180 X 100 + 180 give or take a bit. 20k sounds good. You can use the 100 uF capacitor, and time base selected, but I find this to be a bit slow, so I selected 1 sec time base and 47 uF capacitor. http://everycircuit.com/circuit/6560817532370944
