Increase the resistance of the thermistor to activate the fan.

This will oscillate/alternate around regulating point, cuz its suppose to be a two point regulation but this one has only one point were it regulates around and catches all unwanted noise. Check this http://everycircuit.com/circuit/6404529180639232

Fixed. Add schmitt trigger.

Yes, maybe its working now as you wish. 10% Hysteresis is now related to temperatur which is probably not wanted. Better is to invert the logic by swap opamp input terminals and apply feedback to the voltage reference. Keep it up.
