This demonstrates how a bargraph display works. The LM3914 contains a bunch of comparators and a bunch of resistors creating a voltage divider. Each comparator compares the input voltage (provided by a sine generator in this example) to a fraction of a reference voltage you provide to this chip (1V DC source).
