You've got a ground in the wrong spot. That schematic leaves a lot to be desired, and is difficult to follow. The 30 ohm resistor is going to put a lot of load on this circuit, causing more ripple than necessary. Also, good luck finding a 1V 65mA LED. I'll post an example of what I mean.
