The OP Amp is used as an amplifier to drive BJT1 to switch on BJT2 whose current drives an electromechanical relay to control the LED. The inductor is added to manipulate the phase angle of the voltage applied on the + terminal of the OP Amp to produce a +ve only sin wave. The LED operation frequency equals the supply frequency.
