You’ve kind of got a bit mixed up here on your logic circuits. You are using the lamp being on to signify a logic 1 level. No problem with that but for the lamp to be on the transistor must be turned on which means the transistor collector, which you would normally regard as the output of the gate, is close to 0V or logic low.

In view of this you could justifiably call this a NAND gate since the only logic low (transistor collector) occurs when the two inputs are logic high.
