Cutoff Region The voltmeter voltage is controlled by the independent current source. If the current source is 0A (= 0V), ammeter Ic = 0A, the transistor is not doing anything. More precisely Vb < Ve (reversed biased) and Vb < Vc (reversed biased). That's it, 10V input (independent voltage source) = 10V output (voltmeter) with Ic = 0A. Notice: 1. Bad value: B = 100.
