The normal purpose of a motor relay or contactor is so the motor current does not go through the control switch. Because of the jog function, this circuit needs a second relay to satisfy this condition.

It is not uncommon to have signal DC common connected to power earth (which in itself is bonded to power neutral.) Most relays have two or more contacts and thus the circuit only normally neads one. http://everycircuit.com/circuit/6196273272324096
