Pin 4 to 8 and your voltaga most back to 5.5 volt

Connect pin 4 to pin 8. Also for a more steady flash change the 2-1k resistors to 20k and the drop the capacitor to 10uF.

Not sure why nobody else said anything about it, but the first thing you should do is tie pins 4 and 8 together. It's best not to just leave pin 4 floating..
