Cool! Then, this is with mistake. Aren't you set delay.

I think may be this happens here. The dis terminal is an open collector output which means if it is low then it is connected to gnd. So the current will flow through the IC to gnd and from there to the still set to low dis terminal and to ground. Now the circuit starts function and sets the dis terminal to high which means it will have a high resistance to gnd which in turn will disconnect the circuit from ground. This will most likely fry the dis output transistor because of reverse current, it will not work in real life.
