Basic 4 bit memory with demultiplexors

So how does it actually store the bit? Does a control signal make it keep either a logical one or a zero? Because all I see is an overcomplicated 1:4 demultiplexer with no memory

Tried removing the inverters from the resets on all the flip-flops, and now it doesn’t work at all

I think i fixed it. Had to make an all clearing input
