You need to connect the 7 segment display to a power source.

You need to apply 5 V voltage to any of indicator ports to light on the corresponding segment. See: a 150 Ohm resistance is connected in series to diode inside the indicator. 2 V is the nominal voltage not at the port but at the internal node which is the diode cathode. To have 2 V there you need to apply 2 V + 150 Ohm * 20 mA = 5 V to the external port. This way 5 V logic high signals can be applied directly to the indicator. Sorry for misunderstanding!
