Impedance Matching Question

Without using a transformer, you can match a low source impedance to a high load impedance using a matching network. But it is not possible to match a high source impedance to a low load impedance without a transformer, right? That scenario is to be avoided and instead its better to design a device with a low source impedance so any load that is used has a higher impedance and can be matched using common matching circuits right? This question I cannot find any answers to and no examples of impedance matching is this scenario mentioned, so please enlighten me.
