By doing a Google image search for "railroad crossing circuit" I found picture from www.voltselectronics.com in my list of results.  I did not originally design this circuit.  All I did was rebuild it here so that I could see it in action.

I found that you can increase or decrease the speed of the blinking by adjusting the capacitor. Sorry, I am less than a rookie when it comes to 555 timers.
