Observe that during the transient response, current in pure resistances is instantaneous, in inductors  and capacitor is not .

Only in the steady state response, an ideal inductor is replaced by a short and an ideal capacitor by an open circuit. A practical conductor is replaced by a small series resistance, and a practical capacitor is replaced by  a large parallel resistance.
