The resistors would have to be rated at 15W or better and mounted on a substantial heatsink. It is recommended that batteries are pulse discharged, and vehicle headlight bulbs are the easiest loads to use. For batteries up to 12, I use some 60W car headlight bulbs, and batteries upto 24V a couple of 100W truck headlight bulbs just hanging on the ends of the wires.

Sounds like a good way to reverse a cell's polarity and damage it.

The battery is only discharged to the batteries discharge level.

And how would you know this battery pack discharge level without knowing the state of each cell. One cell is always over discharged, another cell is always overcharged, yet you only care about the total sum of voltage?
