Fault Indicator.  Pressing the 3 lower switches represents a short circuit.  The LEDs show where the short happened.  If the 2 left LEDs are on then the second switch was the short.  The excess current flowed to the second resistor so the short was at the second resistor. The top switch resets the LEDs.
