The led resistors for this voltage probably should be about 330 Ohms, to keep the led current around 20 mA. Also the BC547 is a more likely to be a higher gain transistor than 45. More in the range of 450. Try recalculating the bias resistors using this gain. For this type of oscillator the biasing resistor is approximately load resistance X gain X 1.1, try it. Of course, because the bias resistors are about 17 X larger than the ones previously used, the capacitors will have to be about 17 X smaller to maintain the same oscillation frequency. http://everycircuit.com/circuit/5178081158103040
