180 degree phase shift is produced by rc circuit and an amplification of 1/29 , and the amplifier produces an amplification of 29 with 180 phase shift . Sine wave confined within 15v which is +Vcc of opamp

Right, however the last stage og rc phase shift is 1uF and two times 1kOhm parallel which actually gives 500 Ohm. Because the input impedance of this inverting amplifier is already 1kOhm you do not need an extra resistot to ground. Check this http://everycircuit.com/circuit/5398029833338880
