Does anyone know how I can make this a short circuit?

Not really sure this makes sense. There are all kinds of ways to make this a short circuit, but what are you changing? Is this a homework question or something?

It's a lab I gotta do.. Firstly, it's supposed to be open at the 988 and 4.57 resistors where 2 lines are drawn to extend from them, then the short circuit shows these two lines joined together

Replace 9.9k ohm resistance with a short wire.

During lab work, you could basically substitute the short/open part with either an ammeter or a voltmeter connected to said output. An ideal ammeter has zero resistance, an ideal voltmeter has infinite resistance. And you'll get the open voltage and shorted current from that.
