Power line voltage from left.  Vertical SPST switches is fuse or breaker switches for rental place.

Notice that top two for heater and air conditioner are not connected to power  at the same time.  Slumlord decides when you get to have heat or cool.  Renter roughs it with cooking stove or makes due with electric fans until the mood to open electric panel and change wire connections for comfort of renters comes around.

Bottom circuit is connecting all circuits through one circuit breaker so family is only able to use one large appliance at a time.  Turn off toaster to use washer machine.  Turn off this or that to use hair dryer, ect all the time.

If water heater repair consider breaking shower drain so shower water runs on ground under the trailer house.
