I think there's too many opamps here used. My lead acid charger from tesco have similiar bargraph current meter with 6 leds and those are drived by single lm358 opamp whose sense voltage drop on current resistor and drive proportionally led bargraph through few diodes and resistors ( plus two rheostats to fine tune sensitivity and refference voltage similiar as here)

I don't think it's uncommon to see bar graphs using basically one op amp per LED, using LM339s usually. However, there are many circuits out there that use only one. I made an example of one using one LM324 and 10 LEDs, based off of this. I think 741s are common for this, as well.
