Varying the voltage source parameters can be used to zoom in on different parts of the curve (for instance, making it oscillate around a DC of -10V will focus on the Zener breakdown region). Voltage at the diode anode is used for the y axis inatead of current because it generates a better scaled graph.

It isn't oscillating as it is an AC source so it is only letting that portion below the zener setting pass

When he says oscillation he’s meaning moving either side of a specific point.

The way you get the transfer characteristics is by plotting the output as a function of the input. A varying input is needed. One could just plug in a ramp as input, but it wouldn’t be as cool :)
