You have almost got it. The component selection is not balanced, and having a emitter resistor instead of a collector resistor makes the biasing a lot harder. What I do is set the time base to 1 second, then using a 1k bias resistor, adjust the collector resistor for a led current of just over 20mA, then increase the bias resistor until it's value is the collector resistor value X the gain of the transistor + one increment. Repeat for the other transistor. Starting with 1uF adjust the capacitor value to obtain the desired frequency. http://everycircuit.com/circuit/5796292783767552

Touch the transistor, then touch the tool on the bottom bar, it will show you the forward beta (gain).
