Wenn sie immer leuchten soll müsste da noch ein Puffer, der während der negativen halbwelle der LED spannung liefert, parallel zur LED!

Nicht während der negativen Halbwelle, die wird durch der Brückengleichrichter umgeklappt und zu einer positiven gemacht. Das Problem liegt im Zeitpunkt der Nulldurchgänge. Und zwar 100mal in der Sekunde. Dann erlischt die LED. Abgesehen davon wie gefährlich diese Schaltung ist, sie ist auch von der Spannung falsch (müssen 325V spitze sein). Sie ist auch sehr ineffizient!
