1) At just a little less than 5Hz, you'll be able to see it pulsing. I'd suggest getting it above 30Hz to overcome persistence of vision. 2) I'm not sure what the intent for this circuit is, but a 5mA bulb isn't going to be very bright at all.

So .. how much we need to make bright bulb ?

Well, think about it this way: The bulb in this circuit is 30mW, or 0.03W. The light bulbs in your house are 40W to 100W (standard incandescent bulbs). A plain old flashlight bulb you'll find at a hardware store or something is usually around 1W. So "brightness" is kind of relative. Do you want the light just for a visual indicator, say to let you know your coffee pot is turned on? Do you want to light up a small area a few feet in front of you? An entire room? A stadium?

Of you are trying to make a flasher so traffic will see you then you should try at least 25W bulb.
