Using two inverters and a nor gate to create a timer. Push the momentary push button to start the process (it will start on its own, it just takes a few seconds), adjust the capacitance to change the frequency. The fastest this goes is 1.82 kHz, even without the capacitor. The led is just to visually show the signal.
