Knowing when the AC is at zero is important with certain designs such as thyristor controls in conjunction with microcontrollers. This schematic can inform the interrupt input to take timing action when the AC is at zero - Good for phase control. For isolation, you can use optical couplers - The type that have 2 led's back to back which, when connected to the AC line, can produce an open collector output pulse every zero cross time.
