Take out the transistor and the power supply for it, then just connect the resistor to the led, lower the led to a 2 volt led. Then adjust the resistor to about 300 ohms. This will make it work like a true and gate. I noticed with the transistor sometimes even with both inputs energized the light wouldn't turn on, this way fixes that problem.

If you want to use a transistor for this, then replace it with at npn transistor, dial the led voltage down to 2 volts, and the resistor to 6k ohms. This will work. It behaves weird now because you have a pnp transistor. A pnp needs a negative or zero voltage on the base to conduct(go into saturation or turn on, however you want to say it),and a npn needs a positive on the base to conduct. Just remember to look at the middle letter to know what charge you need
