Discharge the capacitor by pressing the switch.
After about 5 seconds the LED will start to light up.
Once the capacitor is charged the voltage rises at the base of the transistor. At over 0.7 volts current will start to flow from the collector to the emitter.
This allows current to flow through the LED.
