100 ohm resistor is suposed to be car battery, try adding more resistance to it so that thr green "full" indicator turns on

Might be good to google car battery charger schematics and desired amperages of chargers.

The voltage setting needs to be the 'peak' value of the sine wave, not the 'rms' value. What ever your utilized voltage is you multiply times 1.414. I doubt your power utility provides 220 rms, its usually 230 volts, or 208 and 240 in the USA. 220 volts is a equipment rating, it means it can be capable of utilizing voltages between 208 and 240 while still being in a +/-%10 tolerance range.

230 volts x 1.414 = 325 volts. Change the voltage to 325 and this will provide the correct voltage to charge the battery. This is the conversion of rms to peak for ac.
